I have to agree here. This would be an interesting experiment.
While is a problem, the current methods for dealing with it are foolish. will always be rampant when the desire to own a commodity or use a service is perceived to be incommensurate with the cost to do legally do so. It’s a matter of basic human psychology. Until this is addressed, no manner of draconian legislation will solve the problem.
